Every state has its own FWC. These are the official state agencies for this region — registration, boating laws, fishing licenses and state-run launch lists, straight from the source. The state sites carry the official rules.
New York splits the job three ways: the DMV registers and titles boats, State Parks runs boating safety and education, and the DEC runs fishing. Brianna's Law: every motorboat operator must have completed a boating safety course (in full effect since 2025).
New Jersey splits it too: the MVC handles registration, titling and boat licensing; the State Police Marine Services Bureau runs boating laws and safety; NJDEP Fish & Wildlife runs fishing. On non-tidal waters a boat license and a NJ Boat Safety Certificate are required to operate a power vessel.
Delaware's FWC — DNREC's Division of Fish and Wildlife runs boat registration, boating safety, fishing and the state's public launches in one department. Anyone born on or after January 1, 1978 must complete a boating safety course before operating a motorized boat on Delaware waters.
Pennsylvania's FWC is a single commission — the PFBC itself registers boats, runs boating laws and safety courses, fishing licenses, and the state launch system. Unpowered boats must be registered or carry a launch permit to use a PFBC or State Park/Forest access.

The fall striper run is building from Montauk to Delaware, tautog are chewing on the wrecks and inlets, and black sea bass have moved offshore.

2. Tautog — “Excellent” on New Jersey wrecks, reefs and inlets — the Point Pleasant Canal and Barnegat jetties are the shore hotspots — and on western Long Island Sound rock piles from Port Washington and Northport to Brooklyn, with fish to 7 pounds. Green crab is the bait everywhere; sand fleas are the Delaware play at Indian River Inlet and Massey's Landing. One warning from this week's reports: green crabs are in short supply at a lot of shops — call ahead. And note the New Jersey limit jumps from 1 fish to 5 on Nov. 16 (rules card below).
3. Black sea bass — The fish have moved offshore. New Jersey's Resor Wreck produced limits, the Big Jamaica found them chewing all trip on mid-range wrecks over the Nov. 1 weekend (the 10-fish limit then; porgies mixed in), and Wildwood/Cape May boats are working wrecks in 120–170 feet. Delaware boats have been wind-limited — the Judy V got out once in DNREC's Oct. 29 report — so pick your weather window.
Note: Also: bluefin tuna are inshore and mid-shore on the bunker pods (few landed so far); porgies on the offshore wreck trips; white perch in the Mullica River and Delaware's tidal creeks around Augustine Beach and Woodland Beach. New York's Hudson River striper rules differ from the marine district — this card covers the marine/coastal fishery only.
Tide windows: New York Harbor (The Battery): high 4:18 PM (4.8 ft), low 10:19 AM. Montauk bass have been best on the ebb, so time the run for the dropping tide; inlet tog chew hardest with the current running.
Bait: Live bunker for the bass fleet; green crabs for tog (scarce this week — call the shop first); clam and squid offshore for sea bass. Find a bait shop near the ramp · Check today's tides & forecast.
